I have been using Windows mail for over a year with no problems. I have not been able to send or receive emails thru the POP3 or SMTP Servers. Does anyone have the answer?

In my experience, this is nearly always due to some particular setting being wrong.

ISPs who provide POP3 and SMTP mail service nearly always provide a FAQ, or lacking that, online tech support, with the detailed settings needed to use their service.

Some of these setting can be quite obscure (like having to set a particular input or output port number) and since they're all different, there is no generic set we can provide you.

You would do best contacting your POP3 and/or SMTP mail providers and investigating their detailed settings.
