I have no idea why it is black. Probably the icon itself in the shell32 file has got corrupted somehow. Perhaps someone else on hear can shed more light. It's not that it effects anything.

    BUMP?

I am searching for a solution to this as well. I don't know how this has happened. I tried deleting the iconcache.db file and rebooting, but this didn't work.

I reinstalled Vista as an upgrade rather than a clean install. This seems to have corrected the problem without apparently breaking anything else.
