Windows Mail is included in the Winows 7 Program files but is inoperable.

This is a link to astep by step guide to enable it to runby clicking: Techspot Forum enable WinMail app in Win7.

Once the guide steps are completed, when first run, Windows Mail will auto prompt to be set as default, and email .eml files can be opened from desktop. It also removes the WinMail splashscreen at startup.

They have the Vista OS files available for download there. I'm not sure
    that is legal.

It appears to be basically the same procedure.
