The command used is "netsh wlan {parms}". You know how to make a desktop shortcut to run that? Or, do you have a shortcut but it isn't running the netsh command when it opens the command window?

Typically Laptops have a hardware switch which turns your Wireless LAN card on, If it's turned off with the hardware switch I don't know if it can be still programatically turned on. In the case of a desktop WAW8 has it.

If you don't answer my questions, I can't help you...

I have figured out as way to create a shortcut that runs the WLAN command automatically, including specifying a set of parameters. It just runs the command, briefly flashes the command window, and then terminates. If that's what you want to do, then get back to me.
