Disable changing network/wireless settings on local machine

    I have a laptop running Vista Home Premium that I let others use. I want to disable changing, disconnecting, or connecting to another SSID. VHP does not come with gpedit.msc.
    I have spent all day trying to download the file or get the registy key(s) and value(s). Every link leads to downloading files other than gpedit.msc and I downloaded a spread sheet with all the group policys and corresponding registy key. It leads me to registy keys I do not have on my machine.

    Anybody know for sure a place I can download gpedit.msc for VHP or
    Know the registry key and value to disable changing, disconnecting, or connecting to another SSID?
