Are you logged in under an account that has "Administrator" rights?

Yeah, like Timeranger said it seems like you are using a limited accounted, below the normal user and administrative account. Try going into your user setting in control panel and creating a new account w/ administrative abilities and log into that.

When you right-click on "C" in Windows Explorer and access the SECURITY tab under "Properties", what does it show?

If you didn't unhide the real Administrator account (as indicated in my link), then you are NOT logging in as the Administrator -- even if you have UAC turned off.

See the link about unhiding the real Adm in account and try again.
