Windows Mail Outbox

When I send an email, it is being directed to the Outbox Folder and never
released. Can anyone explain to me why this is happening and how it can be
corrected?

I presume you are using the option "Send messages immediately."

If the message sitting in the Outbox is stuck in the sense that it can't
be moved or deleted, use the Microsoft fix:
http://support.microsoft.com/default.aspx/kb/941090

The root cause for this problem may be your incompatible antivirus.

I also used to get this problem if I hadn't received in a while and fixed it
by turning on "My server required authentication" "use same settings..." in
Accounts > properties (of the account) > servers.

Authentication failure should result in a non-ambiguous error message.
