Confirm that the system is really busy. You can install a Gadget that
shows a real time gage for CPU and memory usage. You can also bring up
Task Manager and from there launch Resource Monitor and use other
build in Windows tools. It always pays to check Event Logs and see if
Vista is nagging about something. Ditto for Device Manager.
As to why this happens, as many reasons as there are grains of sand on
a beach. If you just noticed it I would begin with a rollback and see
if that cures it. Then you at least have an idea WHAT is causing the
problem. It could be a Windows Update, it could be Vista constantly
trying to load a DLL and it can't. It could be one or more corrupt,
missing, broken or improver Registry entries. It could be any
application doing something Vista doesn't like and it keeps throwing
resources at it to no avail. SP1 according to many web reports has
itself caused all kinds of issues. It could be some hardware acting
up.
You may want to consider downloading and using a nifty free tool
called Autoruns. This will give you a wealth of information as to what
is getting loaded at boot. That can be very revealing. Don't confuse
this tool with some of the weak sisters out there. This shows
EVERYTHING, not just a fraction of what's going on.
