You mean Windows Mail.
Is it set to send immediately?
Tools - Options - Send
[x] Send messages immediately
ok

It is impossible to have Outlook Express installed on a Vista computer.
You may want to review and restate your issue.
By what means do you want to send email?

Do you get error messages when trying to send? If so, show the full
error messages here.

Are messages piling up in your Outbox?

What if any antivirus programs do you have?

Not normally any error messages, I am using Norton 360 anti virus. The
messages do pile up in the out box, and whilst they are there I cannot
send/receive any messages. So I have to close windows mail, wait a few
seconds, then re-open it. The messages will then send, and then I can receive
again.

Most of the Norton antivirus programs are among those that cause
problems in Windows Mail, although seldom immediately.

Click on Tools, then Accounts, then your email account, then
Properties. if there's no check mark in the box before Include
this account when receiving mail or synchronizing, click on this
box and then Apply. Click on OK and then Close.

Click on Tools, then Options, then Send. If there's no check
mark in the box before Send messages immediately, click on
this box and then Apply. Click on OK.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled.
