virtual printer utility?

Does microsoft have a virtual printer that allows me to shrink two pages of
text into one (from any app that prints), or to print only certain pages
from a print job generated by apps that can only print all pages?

Or maybe a freeware?

There is a commercial software to do this that cost $50. Seems kind of
steep.

Ever write software? Seems dirt cheap to me.
