That's probably a Windows Installer error, I suspect the uninstall didn't
run correctly and damaged the installation. I think this utility will help:

The utility does NOT uninstall the program, it it removes all installation
records from Windows Installer so that a program can be re-installed to fix
the damage, then uninstalled correctly.
