Setting services to delayed start won't work

Whenever I try to set any service to 'Automatic (Delayed Start)' through services.msc, it gives me this:

'The delayed auto-start flag could not be set.

Error 87: The parameter is incorrect.'

What does this mean, why would it be happening, and potentially, how could I fix it?
