Pasting pictures in hotmail with Windows Vista

I bought a new computer with Windows Home Premium installed.

All my previous systems had Windows XP.

I was able to copy a picture (located on an external hard drive) and paste
it directly into an email in hotmail with Windows XP rather than using the
insert (attach) menu item.0

I can not do this in my system that is running Windows Vista Home Premium. I
can go out on the internet and copy a picture and paste it directly into a
hotmail message.

This happens even though I am in the administrator profile.
