I have a Dell laptop with Vista Home Basic on it. It restrated once and
when it turned back on it turned my account that was the administrator
account into a guest account. The other account on my laptop was also
turned to a guest account. I tried typing administrator into the user
name on the sign in page and it told me that the account has been
deactivated and to contact my system administrator. none of my account
are administrator accounts and my laptop won't let me make one an
administrator because you need an administrator password and won't give
me a space to type it.

1) open a command prompt in administrator mode by right-clicking and
choosing "Run as administrator" (Start >> ALL Programs >> Accessories"
2) at the prompt type >> net user administrator /active:yes
3) Log out, and you'll now see the Administrator account as a choice

to deactivate the account type>> net user administrator /active:no

If you are unable to run the command prompt in Administrator mode, Restart
your laptop in Safe Mode with Networking from boot menu (press f8 when
compter starts)

It seems that your Guest Account has been turned on. However, you can
try to turn it back off, just Open the Control Panel (All Items View),
then click on the User Accounts icon and also click on the Manage
another account link. If prompted by UAC, then click on Yes and click on
the listed Guest account. Then click on the Turn off the guest account
link.
