Message Rules not working consistantly

I am having a problem with my Message Rules,

Unless I go into the tool section, select message rules then mail, and tell
it to run it now, it doesn't work!
I know I have this set up properly, I have done it before in MS outlook
express and outlook, and have never had this problem. It is a pain to
have to force it to work by going into tools and giving it the command.....
I thought it was suppose to be automatic once it was set up, just like it is
in Outlook Express?!

Tools | Message Rules | Mail should give a list of message rules. Only the
ones that are checked will be applied automatically. In addition, any rules
moving a message to another folder, including deleting a message, should
also have the action to Stop processing more rules or a message rule that is
lower down on the list may over ride the move operation.
