Continually trying to connect even when online

I have Vista HP IE7 and Mail.

I connect to the internet via wired broadband.

When I am on the internet if I try and access my mail, I go to windows mail
and then get the pop ups asking if I want to go online now. I am already
online but it still asks this. How can I make it stop as I have to click
about 3 pop ups before I can access my mail.

Someone or something is setting IE or Windows Mail to work offline.
Closing a request to connect will do this.
