I have my computer Dell Dimension E521 with a line from the wall into "line"
and a line from the "phone" on back of machine to my telephone. How and
where do I set up a FAX account so that I can send and receive fax messages.

Only Vista Ultimate and Business come with Windows Fax and Scan. Do you have
Vista Home or Vista Home Premium?

Snappy Fax works well with Vista (US$30.00).
