Is it possible to create custom commands for the speech recognition engine? For instance, can I create a command that will open my browser to a specific site or type my name (while not in "dictation" mode)?

Unforunately, not at the moment.

When running Voice command in Command mode, it responds to some actions and application names only. This is done to make recognition much, much more accurate because of the limited vocabulary it needs to check for.

If you want to do custom commands like that, you'd need to get a scripting tool, create a script that does what you want, such as typing a certain string, and save it as a shortcut in your start menu. VBScript is pretty good for that, but you'd need to enable VBscripts to run unsigned on your machine.
