I get an error message when trying to retrieve my mail. It says:
The connection to the server has failed. Account: 'pop.att.yahoo.com',
Server: 'pop.att.yahoo.com', Protocol: POP3, Port: 995, Secure(SSL): Yes,
Socket Error: 10061, Error Number: 0x800CCC0E

I have been using Windows mail as my main mail program for about a month
without problems. I can not discern what caused this problem.

Your settings are correct.
That symptom can be caused by interference from an antivirus=20
program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

I am having the same issue even though I am using Live Mail. I turned my
virus scanner off and it didn't change anything. Please help as I am stuck in
the water with no email.

If you mean you are using the Windows Live Mail program, be advised
that the newsgroup to which you posted is dedicated to supporting the=20
Windows Mail program.
You will get more help by posting that issue in the WLM newsgroup:

or via your news reader: =
