what I must follow from below 1) or 2)

1)start
firewall
Windows Firewall
allow program through windows firewall
Exceptions
tick/untick

2)Step 1: On the Windows Vista-based computer, click Start, type Windows Firewall with Advanced Security. In the console tree, click Outbound Rules.

Step 2: Then just follow the steps in adding the program you don’t want to access the internet or to give it full interrupted access. You must configure both Inbound and Outbound

Are you asking what to do for XP?

As the name indicates, this is a Vista forum, not XP.
