I'm helping a friend to set up a wireless network for his small
business, using Vista as the main terminal. He's wanting to set it up
so that anyone using the wireless network would go to his website when
they first log on, instead of their regular homepage.

I've seen this at hotels before, so I'm pretty sure that it can be
done, I'm just not sure how to set it up. Can this be done with any
network, or does it require a specialized router or software?

You need a specialized router for this.

Google "hotspot gateway"

Not so sure about the router but your friend must be willing to turn
his/her small business into a PUBLIC WiFi spot akin to a hospital or
public library though.

If they're not willing to do that, then they can forget about being able
to change the start pages on the wireless devices of their patrons as
the patrons will have their own bandwidth via 3G/4G.
