I edited a few text strings using reshacker, but the changes don't show up at all.  I even moved the file from its directory to make sure vista even refers to it at all in the first place and it crashed.  So for sure vista reads this particular file, however when you edit it, vista still reads the original version of the file somehow.. I'm so confused!?
