Can't install SP1 - error code 80070426Expand / Collapse

I am unable to install Vista SP1 via Windows update. This isn't an
isolated incident - I have previously been unable to install an IE
cumulative update with the same error message.

The SP1 download stops at 13%, and the error code is 80070426.

I have searched various forums, and the only suggested solution for
this problem is to turn the cryptographic service on. It already is
running, so that option is ruled out.

The relevant portion of my windows update log file is:

I manually downloaded and ran CheckSUR, but that didn't make any
difference. Not too surprising, because my error code is not one of the
ones it fixes!

I have a nasty feeling an OS reinstall is going to be required to fix
this problem...
