I have a Fujitsu Siemens laptop purchased new with

Vista Home Basic ID 89572-OEM-7332166-00019

When the laptop first booted into the desktop it kept prompting
to create 3 DVD's, after a few days i made DVD were created
and the promp vanished.

I ask you what are these 3 DVD's for?

On a second note if i made a clean (not duel) install over Vista
with Ubuntu could vista be recovered (clean install) with the DVD's

My guess, not having access to the DVDs, is that they are "recovery" media -- to be used to restore your machine to its original condition. Are you sure they're DVDs not CDs?

If you replace your OS with Ubuntu, then yes, if these are recovery media, they can be use to completely restore your machine.

Would suggest you check with the machine vendor, to be sure.

Also, Ubuntu now offers the ability to install inside Vista, in the form of a virtual OS, using a tool known as Wubi. If you're interested in trying ubuntu, that would be the best bet. Later, you can either uninstall Ubuntu, or you can back it off and convert your entire machine to running it.
