| Don't know that anyone can answer that question precisely at this point -- because it is planned to be made available through different channels on different dates.
For example, large-scale OEMs (e.g., Dell, Lenovo, Acer, HP) already have it. They needed it early in order to slipstream into their builds and also to test the drivers.
I've heard that Technet and MSDN also have it now -- for paid subscribers.
The full SP 1 is being distributed in three pieces, the first two are needed to prepare your system to install the actual SP. I've read that the first two pieces are already being pushed into the Windows Update channel.
The final piece is supposedly going to be available through Windows Update in the mid-March timeframe. This delay is in order to provide the driver writes the chance to address situations where current drivers conflict with SP 1. The "plan" is for them to update their drivers, push them out through Windows Update. So, then, when SP 1 arrives, you won't encounter driver problems.
