I am unable to download / install Oracle9i software on windows vista
operating system.
Please help me and give me ur valuable comments...

Start by installing the latest supported version of the Oracle software. 9i
is pretty old and no longer supported by Oracle.

What edition of Vista and is it x86 or x64? If I remember correctly it may
not run on a Home edition.

As near as I can determine from Oracle's web site, 9i is not supported
on Vista. Try starting with Oracle 10g.
