Using Easy Transfer to clone settings from...Expand / Collapse

Does anyone know if Easy Transfer can be used to clone settings from one
user to another? Basically I want to create a new user (on the domain) and
log in as that user with all the same settings as my current user.

Possible?

After creating a windows easy transfer file then using it to transfer files
and settings, you will be asked what user account to use for the new user.
You can choose an existing one or type in a new name. You will have to have
the password, if any to gain access to items that are secure.
