I have 32 bit with 2G Ram


I tried to see how many progs I could run at one time. I had 22 running
including a webcam.

Vista. You can tell if Vista is straining if it starts to get
sluggish, ie, the mouse/keyboard is slow to respond, images can be
seen getting drawn instead of appearing instantly, web pages take
longer to load, etc..

your performance is. All programs are not of equal size or complexity.
Some programs will be busy doing something almost all the time, others
may be idle unless you are actively doing something with them. It's
not possible to measure anything that way, simply by the number
running.
