correct.....also right clicking on desktop fails to bring up personalize. i went here (microsoft) and there actually is a hot fix for this problem and you may want to pin this as in my searches i found lots of people with the same problems....they sent me the hotfix in about 5 hours.

so if you double click control panel it does not come up?

anyone else seeing this problem? mine has not shown this but a friends has. the control panel will not show...sometimes it will if you reboot. tia
