I cannot seem to access my start menu and I cannot seem to see my programs when minimized to the taskbar.  It has not  been resized, just it has just disappeared as I was surfing the web.

These are symptoms of Windows Explorer crashing. We have a pinned post here dealing with those problems. Suggest you check it out.

Sorry .. I feel for you, I really do! I've been using Vista since the Beta days, and until very recently, I was having Windows Explorer crashes several times a day on my tablet PC. Unable to fix it, I simply did a logout/login when it happened. Then, I just happened to replace a little utility I was running. Amazing!! The crashes stopped!

You can try to isolate the problem by running MSCONFIG, clicking the startup tab, disabling all the starting routines, and rebooting. If the crashes stop, it is one of the startup routines. Then, go back and re-enable them one at time, rebooting each time and trying the machine for a while. When the crashes return, the last startup routine is the culprit.

If you enter safe mode and the crash does not persist that means it is a driver issue, not Vista.
