| Generally, there is a single file that is used to uninstall an application -- a file that windows installer uses to remove the application components. If you remove or corrupt that file, Windows Installer can not remove the application because it is then unable to determine which items to remove.
So, if you erase a bunch of files (say, from Program Files), and THEN try to run the uninstaller, it will fail because you've remove the very file that is needed.
How are you trying to uninstall it? By using Control Panel? Or by selecting an item from the application menu? Or, how else?
