The other day IE 7 was running very slow. It took over 10 minutes to load a
web page. I only found out the it would actually load the web site because I
left I IE running while I used another computer to search the web of answers.
whe I returned the web page was loaded. But if I tried to click on anything
on the page it would not load for a long time. I thought that the network was
not functioning. But I was able to install the current updates with no
problems. The antivirus updates worked normally. I could ping
www.excite.com or www.usatoday.com with no problems. I also noticed that the
antivirus program would hang and not start scanning the memory. If I used
task manager to end the process it would cause the antivirus process to go
to the next step and I could tell it to scan the disk drives. But it would
never start.
I tried to reboot but had the same problem.
I finally rebooted into safe mode with the network. At this point the
network worked and the antivirus also worked. I did a virus scan and it
found nothing.
I then rebooted the system and now everything seems to be working.

Yes the other computer was running XP. But the computer running Vista was
working just fine the previous day. No changes between when it worked and
when it ran very slow.

Avast 4.8 doesn't cause me any trouble.

I know of three causes for the vast majority of such problems:
1. You might have incompatible add-ons:
Go to Start | All Programs | Accessories | System Tools
and click Internet Explorer (No Add-ons).

2. Tools | Internet Options | Advanced
Scroll to the bottom and click Reset Internet Explorer Settings. Read this
article first:
How to use Reset Internet Explorer Settings (RIES):
http://support.microsoft.com/kb/923737
Note that the Reset IE Settings button will delete AutoComplete data (such
as passwords.) Do you have those backed up?

3. Malware already installed on the computer: Help with malware
All MS-MVP Sites.

Unexplained computer behavior may be caused by deceptive software.

So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus,
whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author. See also:
http://www.wilderssecurity.com/showthread.php?t=27971
Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

You might also try the steps here:

I just switched from a quad-core runing Vista Home Premium 32-bit to a
Quad-core running Vista Home Premium 64-bit and IE is also very very
slow....painfuly slow. I use Opera and Mozilla without a problem, but IE
doesn't want to cooperate.:sarc:

When IE runs that slow, it is uaually due to an incompatible addon.
Try IE with addons disabled, is it faster?
Of so, disable all addons and add back one at a time until you find the
culprit.
