The list of OEM codes used to preinstall Vista has been out in circulation for some time. The main reason those code have NOT been blacklisted is because they would disable hundreds of thousands of legitimate licenses. Fixing that would require the generation of new codes (not a big deal) but what is much worse, the generation and installation of hundreds of thousands of BIOS updates worldwide -- by all the system vendors that changed their OEM codes. That's not something that's going to happen any time soon.
